極端聖戰組織「伊斯蘭國」（IS）在敘利亞及伊拉克節節敗退，密切監控IS動態的美軍官員表示，IS認為位在敘境的「首都」拉卡即將遭敘軍包圍，宣告該城進入緊急狀態。
美國有線電視新聞網（CNN）報導，美國率領的反IS聯盟發言人華倫上校13日表示，「我們認為他們是在宣告拉卡市進入緊急狀態，不管用意為何。我們知道敵人已感覺受到威脅，本該如此。」
拉卡位於敘利亞北部，媒體報導指出，IS現正調動拉卡四周的人力，並正設法在當地某些地區進行一些掩蔽工事，以保護可能遭到空襲或地面攻擊的目標。
CNN報導，華倫說，「IS發現，敘利亞民主軍連同敘利亞阿拉伯聯盟的兵力正在他們的左右兩側移動……敘利亞民主軍在此地區愈來愈能夠發揮自己的戰鬥力」。反IS聯盟認為，IS目前正進行因應行動。
華倫表示，有報告說IS正在重新部署兩股戰鬥力量，還有報告指出IS人員正在轉換陣地，可能在拉卡市甚或向外遷移。
美國雖然沒有公開表示，相信IS首腦巴格達迪就在拉卡市，但有些官員說，美方一直是這麼假設。美國將繼續追捕巴格達迪，不過即使他被逮到或擊斃，IS恐攻能力也不會有立即影響，因為還有其他人可以接替首腦位子。
